EU has no money for Ukraine

According to him, the key signal of the summit was the reaffirmation of long-term support for Kyiv, according to Ukrayinska Pravda.

"We will support Ukraine as much as necessary, and for as long as it is needed," he said.

The European Commission has been tasked with developing and proposing options as quickly as possible that will enable Ukraine to defend itself against Russia.

"Russia must take this into account. Ukraine will have the financial resources necessary to defend itself against Russian aggression in the future," Costa stated.

He clarified that the technical, legal, and financial aspects of this support now need to be worked out, and this issue will be finalized at the December European Council meeting.

In addition to financial guarantees, EU leaders adopted the 19th sanctions package, aimed at increasing pressure on Russia and its military machine. An agreement was also reached to strengthen and coordinate measures to disrupt the activities of Russia's "shadow fleet," which is used to circumvent oil sanctions.

"We continue to use all means at our disposal to put Ukraine in a strong position if and when negotiations with Putin begin. Europe will not let Ukraine down," he emphasized.

Special attention was paid at the summit to strengthening the EU's own defense capabilities. António Costa announced the completion of the foundations of a European defense strategy, identifying priority areas such as counter-drone and air defense, with a particular focus on the eastern flank. Clear deadlines were set: the relevant coalitions are to be created by the end of this year, and the launch of specific projects is scheduled for early 2026.

"European defense is not just about increasing spending. It is about the wise use of resources, cooperation, and meeting the needs of our citizens. This is how we build Europe's sovereignty," the President of the European Council noted.
