Ukraine wants $170 billion

Ukraine estimates its external financing needs for the duration of its new four-year program with the IMF, negotiations for which began in September, at between $150 billion and $170 billion.

"Overall, the need for funds to finance the four-year program could range from $150 billion to $170 billion over the four-year period," Finance Minister Serhiy Marchenko said.

Marchenko reported that the uncovered external financing needs for 2026 amount to $18.1 billion, based on the estimated average annual exchange rate of 45.7 UAH/USD, Interfax-Ukraine reports.

According to the government's draft state budget for 2026, the total external financing needs amount to UAH 2.79 trillion ($45.5 billion) – the deficit and the need to repay external debt obligations.
