One of the most notable manifestations of hybrid activity in recent years has been the flights of unknown drones over critical infrastructure. He believes the main effect of such actions was not military, but psychological.

He emphasized the need to strengthen state mechanisms for responding to hybrid threats. He believes the National Security Council created in Germany should be given real authority for prompt decision-making.

Germany is closely studying Ukraine's experience in countering Russian aggression.
