Orbán threatens to block €90 billion in aid to Ukraine

In a letter to European Council President António Costa, Hungarian Prime Minister Viktor Orbán linked the blocking of a €90 billion EU loan to Ukraine with the issue of oil transit through Ukraine via the Druzhba pipeline.

Hungary is threatening to block €90 billion in aid to Ukraine until Kyiv resumes Russian oil supplies via the Druzhba pipeline, according to European Truth.

"On December 18, 2025, the European Council agreed to grant Ukraine a loan of €90 billion for 2026-2027 through enhanced cooperation based on EU borrowing on capital markets under the guarantee of the EU budget headroom. Hungary did not object to this decision, based on the understanding that the loan would not affect the financial obligations of the Czech Republic, Hungary, and Slovakia," Orbán wrote.

He noted that recent events had forced him to reconsider his position.

Orbán stressed that since mid-February, Ukraine has refused to resume crude oil transit through the Druzhba pipeline to Hungary for political reasons and in violation of its international obligations.

"This is an unprovoked act of hostility that undermines Hungary's energy security. As long as this situation persists, Hungary will not support the amendments to the Multiannual Financial Framework (MFF) regulations necessary to use the EU budget's margin of safety for the credit line," Orbán stressed.
