Pentagon chief did not consult with Trump before stopping arms shipments to Ukraine

Trump's special envoy for Russia and Ukraine, Keith Kellogg, and Secretary of State Marco Rubio also knew nothing and first heard about the situation from the press, a senior administration official and two other sources shared, CNN reported.

The sources said this is the second time in a year that Hegseth has single-handedly made a decision to supply arms to Ukraine, which then came as a surprise to other national security officials. The first time was in February, and then the decision was quickly reversed, the three interlocutors said.
