During his address to Congress, US President Donald Trump remembered 23-year-old Ukrainian Irina Zarutskaya, who was brutally murdered in August 2025.

“She fled a brutal war, but was killed by a hardened criminal who was released to kill,” he said.

According to Trump, despite the progress made, dangerous repeat offenders continue to be released due to policies that the American leader linked to the Democrats.

Trump addressed Irina Zarutskaya's mother, who was in the room.

"We are proud to have here today a woman who has been through hell — Anna Zarutskaya. In 2022, she and her wonderful daughter, the very beautiful young woman Irina, left war-torn Ukraine to live with relatives in Charlotte, North Carolina. Last summer, 23-year-old Irina was driving home when a monster, arrested and released a dozen times without bail, slashed her neck and body with a knife. No one will ever forget the look on Irina's face as she looked at her attacker in the last seconds of her life. She fled war only to be killed by a criminal. Ms. Zarutskaya, today I promise justice in the case of your beautiful daughter, Irina," he said.
