Trump to use Ukraine deal to pressure Russia

“First of all, it will create additional leverage for him in negotiations with the Russian leadership when the right moment comes,” Bessent said.

He said the idea was to sign an agreement that would show that there was no disagreement between the U.S. and the Ukrainian people.

"It was to be a symbol to the Ukrainians that the U.S. stays close. It was also meant to be a signal to a tired American public that is skeptical of new financial commitments that it is possible to have shared prosperity with Ukraine. And in a sense, it would be a tacit guarantee of security through economic partnership," he said.
