White House press secretary Carolyn Leavitt said Russia was not included in the customs lists because U.S. sanctions are already preventing any meaningful trade.
The U.S. still trades more with Russia than it does with countries like Mauritius or Brunei, which are on Trump's duty list, Axios reported.
Even remote island territories like Tokelau (population 1,500) in the South Pacific and Svalbard (population 2,500) in the Arctic - territories of New Zealand and Norway, respectively - also made the duty list.
Levitt noted that Cuba, Belarus and North Korea were not included because the duties and sanctions already in place on them are too high.
The list of states on which Trump imposed duties includes the uninhabited islands of Heard and McDonald.
