GUR chief Kirill Budanov said the Russian Federation plans to spend about $1.1 trillion on rearmament by 2036, which is expected to be the most ambitious arms program since the collapse of the Soviet Union.

“There is a total mobilization of the politics, economy and society of the Russian Federation for readiness for a future large-scale war,” Budanov said.

According to him, two new military districts have already been created in the Russian Federation as part of the military reform, and the formation of new divisions, formations and military units is planned.

"Russia seeks to destroy the current security and economic order. To this end, Muscova is building up its presence in Africa, primarily using its proxy forces for this purpose: PMC Wagner and the African Corps, as well as supporting authoritarian regimes and terrorist organizations around the world," Budanov said.

The Russians are trying to conduct hybrid information and cyber operations on the territory of other states, interfere in the civilized democratic process through controlled media and opinion leaders, he noted.

“Moscow pursues the goal of imposing on countries its own vision of the future world order, where large states, primarily the Russian Federation, have full power, a monopoly on all critical resources and in a closed circle decide the fate of the world,” he said.
