The budget deficit in 2025 will be covered by aid promised by partners.
According to Roksolana Pidlasa, chair of the budget committee, the need for external financing of the budget for 2025 is $39.3 billion, and it has not increased or decreased during the year.
$30.6 billion is money that has already been transferred to the government's accounts at the National Bank.
USD 8.7 billion is money that has been agreed upon and will be received from partners in 2025.
Pidlasa notes that USD 8.7 billion is a covered need.
Bloomberg sources have confirmed that Ukraine will receive a new tranche of USD 8 billion from the IMF. The Washington-based lender will discuss the parameters of the new program with the government in Kyiv in November.
"Indeed, there is a possibility of new changes to the 2025 budget in the fall to increase spending on the national security and defense sector. But before this becomes possible, Ukraine needs to reach agreements with the EU on the use of ERA loans (“50 billion from the G7”) for defense needs. If the government reaches an agreement with the European Commission, the need will still be covered - because part of the ERA loans from the EU should come in this year anyway," Pidlasa added.
The uncovered need is funds for 2026 - $18.1 billion.
